Is The Movie 'IT' Bringing Creepy Clowns Back To Kalamazoo?

Last summer was all about creepy clowns. Are they making a comeback or is this just someone's prank for Halloween?

Creepy clowns were all over the news last summer into Halloween which may or may not have been a publicity stunt for the recently released movie 'IT'. A group of bullied kids bands together when a shapeshifting demon, taking the appearance of a clown, begins hunting children. The clown would hide in the storm drains and red balloons were a sure sign that something bad was coming.

I was driving to a friends house off of Parkview in Kalamazoo when I spotted these Balloons on a side street.

I have to be honest, this did freak me out a bit. Have you seen anything like this?
